Prosecutor Reviews Every Case From Phoenix Cops Felix And Vasquez
Maricopa County’s top prosecutor is reviewing every case two fired Phoenix officers ever touched — open or closed — after kidnapping and robbery charges surfaced from a traffic stop that never existed on paper.
Antonio Felix, a nine-year Phoenix patrol veteran, and Luis Vasquez Jr., an eight-year veteran, were charged August 26 with kidnapping, aggravated robbery, threatening and intimidating, criminal damage, tampering with evidence, and hindering prosecution. Prosecutors filed the complaints directly rather than through a grand jury. Both posted $100,000 secured appearance bonds and are home awaiting trial.
What the court papers say
According to court documents, the August 5 stop in south Phoenix generated no radio call and no dispatch entry. Both officers admitted the encounter happened — they simply never reported it. Neither man switched on his recorder, so the record rests on the victims’ statements and the physical evidence. The man and woman in the car got away and reported the encounter to police in Tempe, where the investigation that ended both careers began.
The paperwork splits the encounter down the middle of the car. Prosecutors say Felix, on the passenger side, grabbed the woman, pinned her in an arm bar, and threatened to break her arm if she didn’t get out. Vasquez, at the driver’s window, is accused of breaking the glass, pulling the man by his hair, and striking him repeatedly — head, face, nose, and groin.
Then the hardware spoke. A forensic download of Felix’s Taser logged six safety activations and twenty-nine separate discharge events in a single encounter — corroboration, investigators say, for a stop that left no paper trail. No connection between the officers and the couple has surfaced, and neither has a motive.
‘There might be other victims’
Chief Matt Giordano fired both men the day they were arrested, then sat for a one-on-one with ABC15. His concern, he said, is “that there might be other victims.” Pressed on whether he believes there are, he answered: “I have no reason to believe that. It’s just something we need to make sure doesn’t exist.”
Both men are now on the Brady list — the database of officers with credibility problems. Any past conviction leaning on either man’s word is now a question mark.
The prosecutor’s answer
County Attorney Rachel Mitchell broke her silence on August 27. Her office, she said, is reviewing every open and closed case involving either officer — work she called unprecedented in her tenure, with the officers’ status already disclosed to defense attorneys so old cases can be evaluated “in a new light.”
“We hold prosecutors, we hold police to a higher standard,” Mitchell said. “Any time there’s a potential that people have violated the trust of the community, I take it very seriously.” A motive isn’t required to prosecute, she noted — and none has emerged in this case.
The 2023 crash lawsuit
There’s a second legal front, and it belongs to Felix alone. ABC15 uncovered a civil lawsuit, filed in July 2024, over an on-duty crash from August 2023. The suit says Felix tried to pass a driver on South First Street, crossed the double yellow into oncoming traffic, and hit him. The other driver went to the hospital. The citation went to the other driver.
The city denies the allegations. The case reaches arbitration on September 18 — meaning Felix could be resolving a civil claim while under felony charges for a different stop.
What happens next
The review could take months, and its scope is the open question. Every arrest, every citation, every sworn report with either man’s name on it is now in doubt, and Mitchell’s office has not said how many cases that involves.
Every charge is an allegation right now. Felix and Vasquez are presumed innocent unless and until proven guilty. This post will be updated as the record develops: arraignment dates, the September 18 arbitration, and whatever the county attorney’s review unearths.
If a stop this violent existed only because two victims refused to stay quiet, how many others never had anyone who kept talking?
