The probable cause statements are out on the two Phoenix officers arrested after a traffic stop that was never reported to dispatch. Antonio Luis Felix and Luis Vasquez Jr. face kidnapping and aggravated charges for what prosecutors say happened on August 5th.
Court documents say their Tahoe rammed the victim’s Charger. A window was shattered by hand. Felix’s Taser was forensically downloaded and recorded 29 discharges that night. Vasquez drew his handgun and counted down from three before the driver ran.
Then the pair took the Tempe recovery call on the victims’ own car and closed it themselves, records show.
The victims escaped and reported everything to Tempe PD. Both officers were arrested and fired.
