Robert “Bobby” Keim, 45, was a Special Agent in Charge for the Georgia Department of Corrections — the man the prison system trusted to run its investigations. On September 1, 2026, the GBI arrested him in Eatonton and charged him with misusing the Flock license plate reader system and violating his oath of office.
The arrest didn’t come from a reporter or a tipster. Georgia’s own Department of Corrections self-reported him on August 18 after an internal audit. Two weeks later, he was booked into the Putnam County Jail.
He’s not alone. Keim is the 12th Georgia officer charged over license plate reader misuse since August — 8 agencies in 58 days. The same camera network sold as a crime-fighting tool keeps turning up in the hands of the people it was supposed to catch.
